KYIV, October 26, 2026 — Ukraine says the United States has restored intelligence warnings about imminent Russian ballistic missile attacks following recent disruptions.

President Volodymyr Zelenskyy confirmed the development in an interview with Ukrainian television, describing the warnings as critical to national air defense.

He also said restrictions affecting SpaceX's Starshield satellite communications service had been eased over the weekend.

Zelenskyy attributed the improvements to discussions with U.S. special envoy Steve Witkoff in Oslo.

However, a separate dispute over Patriot interceptor missiles remains unresolved.

The Washington Post reported October 19 that the Trump administration had not completed approvals needed for European allies to transfer additional U.S.-made Patriot missiles to Ukraine.

The requests had not been formally rejected.

Washington has also pressured Kyiv to stop striking Russian oil refineries, arguing that the attacks contribute to elevated energy prices.

Zelenskyy says any suspension should involve reciprocal Russian commitments to stop targeting Ukrainian energy infrastructure, or additional defensive support for Kyiv.

Meanwhile, technical discussions involving Ukraine, Russia and the United States are expected in November.

Despite improvements in intelligence sharing, there has been no confirmed breakthrough on Patriot transfer authorizations or a broader peace agreement.
